do i need to lose pounds to gain muscles?

I am 42 years old 5′2 228lbs eat 1200-1500 calorie diet and use trendmill and strength training daily 1 1/2 hrs. I have only lose 7lbs so far and some inches but the pounds have stop coming off and I still look fat. Is it because I have so much fat on my body that all I can get off is inches and not pounds.

Okay, so I’ve recently started dieting and for the past couple of weeks I’ve been losing a steady 5 pounds a week. Now, before anyone tells me that it’s unhealthy, bare in mind that I am 100+ pounds overweight and I was told to expect to lose a great deal at first. I was just wondering if anyway knows, roughly, how long this will last. Can anyone possibly give me an estimate as to when I should start seeing a decrease in my pounds lost per week.
